Does relaxed hair have to be really wet for a roller set?

Yes and no would be my answer.
Yes: If you want a really smooth roller set result, then you should make sure your hair is dripping wet while rolling it. To do this, have a spray bottle of water handy to keep rewetting your hair as you roll. Your hair is at its most fragile state when it’s wet. This means you have to be very careful when detangling your hair. Start with a wide-tooth comb then a medium-tooth comb before using a fine comb.

No: On the other hand, if you don’t mind getting a not-too smooth set, you can have have it mildly wet to damp. Your hair won’t come out as smooth though!
